Statement from the VLGA CEO Kathryn Arndt
Following the recent local government elections there have been changes to the membership of the VLGA Board. Regrettably, highly regarded councillors and VLGA Board members, Denise Massoud and Susanne Newton, have been unsuccessful in their campaign for re-election and as a result will no longer be members of the VLGA Board.
I would like to acknowledge Denise and Susanne for their contributions to the VLGA during their time as Board members – Denise in her capacity as President and Susanne as the longest serving Board member since her appointment in 2017.
The VLGA’s Vice President Cr Grace La Vella will assume the role of Interim VLGA President until 30June 2025 when annual board elections will be held.
I would like to take this opportunity to congratulate Cr La Vella on her appointment to VLGA President. I look forward to working with her as the VLGA continues its journey in supporting councillors to deliver great outcomes for communities, underpinned by good governance and effective leadership.
Once again, I thank Denise and Susanne for their professionalism, commitment and service to the VLGA and the communities they represented in the City of Whitehorse and Darebin City Council.

Statement from incoming VLGA Interim President Cr Grace La Vella
I am honoured to be elected as Interim President of the Victorian Local Governance Association (VLGA) Board.
I would like to take this opportunity to acknowledge and thank outgoing VLGA President Denise Massoud. Her passion, commitment and dedicated service to both the VLGA Board and the local government sector, over many years, is to be congratulated. I wish her all the best for the future.
I look forward to working with the VLGA’s CEO, Kathryn Arndt, the VLGA team and my fellow Board members in progressing the implementation of the organisation’s key strategic objectives and continuing to support councillors across the local government sector to perform at the highest level.
