Since the Local Government (Governance and Integrity) Amendment Regulations 2024 were finalised on 22 October 2024, the local government regulatory regime in Victoria has experienced significant change. The most impactful include the new Model Councillor Code of Conduct for all councils and mandatory training for mayors, deputy mayors and councillors, both at induction and throughout the four-year term.

We examine the decision to not proceed with the previously foreshadowed requirement for each council to adopt a binding Councillor Social Media Policy or a Councillor Confidentiality Policy, and the alternative approach that is now recommended.
